1898 series revenue stamps issued from 1 July 1898 thru 14 Dec 1899 did not have 3 cuts as part of the cancel. On 1 Dec 1899 the goverment issued a directive effective on and after 15 Dec 1899 that any revenue stamp of 10 cents or higher required 3 cuts!

One of the scans is that directive (hard to read, I’ve typed out the important part of that directive), also included is one private company that offered a device to cut the 3 cuts.

My dog chased the rabbit and I followed. Really not many collectors where collecting these, and no one I was aware of where researching this series.
