	@ryanjoneson I agree with you. Once I know the country I pull out my Scott's catalogs and verify the stamp and Scott's number. 	Welcome back! I am not sure if anyone does approval books anymore. I've come across several in collections, but they look to be 30 years old at least. 	While some of these are over 100 years old, they are all common and have no monetary value unless graded. That said I agree with @rsb_stamps to enjoy them and possibly allow them to grow your curiosity into the hobby and learn more! 	Legally you cannot use Bulk or Nonprofit rate stamps as postage unless you have a matching account with USPS. That said, I've received lots of mail with those types of stamps on them and they seem to make it through. However you do run the risk of having it rejected. When it comes to selling those types of stamps, I do not include them in my face value postage lots. Nor other types like Postage Due etc. When it comes to the transportation coils that are not specialized, yes you can use fractional stamps.
