question about allowed usage of bulk rate ,non profit , and unusual demonations

Can you use Bulk rate and non profit stamps for first class postage? what about the transportations coils with irregular demonations? can they be used for first class postage? thanks in advance..

Legally you cannot use Bulk or Nonprofit rate stamps as postage unless you have a matching account with USPS. That said, I’ve received lots of mail with those types of stamps on them and they seem to make it through. However you do run the risk of having it rejected. When it comes to selling those types of stamps, I do not include them in my face value postage lots. Nor other types like Postage Due etc. 

When it comes to the transportation coils that are not specialized, yes you can use fractional stamps. You just need to have enough of them to make the rate when added together.
