@41ziggs My apologies for not responding sooner, at the time of your Post I was preparing to go onto retirement, otherwise I would have replied forthwith.

What your image appears to show is a poorly printed stamps with “Inverted Head” wrought to deceive (a forgery).

If authentic, this block of 4 would be as follows…

Italian State – Sardinia, Scott # 11k (which would command a CV of $4000.00 each if it were authentic), issued in 1863, Unwatermarked, Imperforate, Typographed frame in color (bister), with a colorless embossed vignette (your example is Inverted).

It is of King Vittorio Emanuele II who reigned from March 17th, 1861 to January 9th, 1878.

The authentic version of these stamps was Designed and Printed by Francesco Matraire, in Torino (Turin), where the infamous “Shroud” is said to have been brought by Emmanuel Philibert, Duke of Savoy in 1578.

I wish I had better news for you then what I mention above with relation to its authenticity.

Though a fine addition to any collection as an example of a forgery.
